DALLAS, Oct. 30 /PRNewswire-FirstCall/ — Affiliated Computer Services, Inc. today announced that it is supporting the Commonwealth of Pennsylvania in expanding the state’s use of electronic payment cards (EPC) as a vehicle for the distribution of program benefits. Cash benefits distributed to Pennsylvania citizens by means of EPC will be expanded to include Unemployment Compensation (UC) and State Workers’ Insurance Fund (SWIF) benefits. A MasterCard-branded debit card will be issued to 80,000 claimants by the end of 2007 under the direction of the Pennsylvania Department of Labor and Industry.
ACS presently provides EPC services to child support recipients for the Pennsylvania Department of Public Welfare under a program initiated in 2004. Currently, there are more than 250,000 cards issued that access more than 355,000 monthly deposits to child support recipients, totaling more than $55 million.
“The child support EPC program provides better service and convenience to recipients than paper checks, while saving the Commonwealth millions of dollars in postage and paper check administration costs,” said Dan Richard, IV-D Director for the State Department of Public Welfare.
One of the more appealing aspects of the EPC is the instant access to funds via automatic teller machines. Through a partnership of financial institutions comprising Pennsylvania-headquartered PNC Bank, Wachovia Bank, credit unions participating in the Alliance One selective-surcharging ATM program, and 7-Eleven Corporate Stores, EPC cardholders have access to nearly 2,400 surcharge-free ATMs in the Commonwealth and more than 18,000 nationwide. Previously, many recipients had to pay fees at check cashing stores.

Through the EPC program, funds are deposited electronically and are available for withdrawal faster than check deposits. Purchases can be made with the card through the MasterCard network, including goods and services such as doctor visits. On-line access to account information is available 24/7.
