Rep. Deborah Simpson introduced a bill Thursday that would allow consumers to receive refunds on gift card balances of $5 or less. California, Washington, Montana and Vermont have similar laws.

The Auburn Democrat told the Judiciary Committee that it’s almost impossible to spend the exact face value of a gift card.

Simpson says that means consumers have to choose between leaving an unredeemed balance or purchasing additional items they didn’t really want. That often exceeds the value of the remaining balance on the gift card.
